The Associated Press reports that the American Society of Civil Engineers (ASCE) was paid $1.1 million in taxpayer money to investigate design flaws in the New Orleans flood protection system, which was designed and constructed by the U.S. Army Corps of Engineers. 

But many critics are saying the society issued a report that downplayed the fault of the Corps of Engineers, diluted the need to alter levee building standards nationwide, and sought to protect the Corps from potential lawsuits.

The need for the 8/29 Investigation Act is now clear as ever.

S. 2826, introduced on April 7, 2008 by Senator Landrieu D-LA calls for a new study, but this would be a truly independent and a truly complete analysis of the flood protection failures in metro New Orleans.
