HLLN Note: United States Institute of Peace (USIP) is the organization that hosted Jacques Bernard’s first US appearance (on C-Span) after the Feb. 7th vote and his fleeing Haiti amidst allegation of electoral fraud. While in Washington, Bernard charged Rene Preval with manipulating street pressure to be declared the winner on the first rounds.

The follow-up to this right wing campaign to pressure and control President-elect Preval while legitimizing the coup d’etat and pushing for the US loser candidates from Group 184 to be included or to remain in their coup d’etat power positions, continues unabated by the folks at HDP and USIP. Timothy Carney’s US Embassy made SPECIAL arrangements to get Jacques Bernard to Washington and again, the State Department, wielded diplomatic power and connections to re-install Bernard back to the CEP after the international heat following the scandal over blank ballots, missing ballots and the thousand of Haitian ballots supposedly placed in the safe custody and security of UN/MINUSTHA troops were found in a garbage dump.

What is USIP? How does USIP wield power in the lives of Haitians? One example is that the USIP panelists in Washington, not the defacto CEP officials left in Haiti, first made public (on C-Span) the announcement that the Haitian legislative second rounds would be postponed. Moreover, the announcement that Jacques Bernard would be going back to conduct the second round elections, despite being accused of ballot stuffing and other electoral fraud by three other CEP members and the Haitian peoples in general, this announcement to return Bernard because HE WAS DOING SUCH A GREAT JOB (for Washington?) was FIRST made on the USIP C-SPAN panel.

Haitian observers have little doubt that Haiti’s affairs are being conducted via HDP, USIP, the US Embassy and through the use of UN as their proxy army. The follow-up to the USIP/Jacques Bernard/HDP C-Span presentation on Haiti is scheduled on March 24, 2006 with Timothy M. Carney as the honored guess of USIP. Again, no Haitian with a constituency from the Haitian peace and justice democratic movement in Haiti or abroad is on the panel. (See, Who is Timothy M. BEWARE OF THIS ORGANIZATION!

While the USIP was originally conceived as a Peace Academy, co-equal with West Point, Annapolis and the Air Force Academy, the proposal was blocked for years by conservatives. Initially, formation of the USIP was opposed by the Reagan Administration as well. But a group of conservative activists with influence with the administration convinced them to support the formation of the Peace Institute as part of an effort to take leadership of the Peace Studies field from “liberals”, “pacifists”, anti-nuclear activists and anti-interventionists.

Instead, they advocated “Peace Through Strength” and appointed academics and others with a long history of service to the US foreign policy establishment and rightwing think tanks. “Liberal” scholars in the Peace Studies field, dependent upon the Peace Institute for funding of their research projects, largely remained silent about the takeover and started shifting their research proposals towards research of utility to US dominance.

Many activists are aware of the similarly constructed “stealth” organization, the National Endowment for Democracy, which in a true Orwellian fashion, actively undermines authentic democratic movements around the world, in favor of pro-US elite movements that will guarantee “free” markets.The USIP was conceived by the same people during the same period. The Democratic Party and trade union establishments within the US have been co-opted by the NED because the NED gives money to the Democrats through the National Democratic Institute for International Affairs and to the AFL-CIO through the American Center for International Labor Solidarity.

Not all USIP researchers are crypto-militarists, but many of them are. Anyone associated with the USIP or receiving funds from them should be viewed with a great deal of suspicion by authentic peace activists. Progressive journalist Sara Diamond wrote an important expose of the USIP in the 80s, that appeared in Z Magazine. To the best of my knowledge, it is not available online. Inforamation critical of the USIP is difficult to come by online. The role of the NED is better documented and a simple Google search will easily bring up well-documented critiques.

The US, France, Canada, through the auspices of the UN, through the decrees of the UN Security Council have effectively, for almost two years now, taken over the Haitian courts, justice, prison and police system. These foreign powers, through their propping up of the US-Latortue regime, a regime that has no Haitian popular or Constitutional mandate, are, for all intense and purposes the jailers of the political prisoners in Haiti. Therefore, HLLN urges, yet again, for these international authorities supervising and maintaining the current Haitian police, prisons, courts and jails to RELEASE Haiti’s political prisoners immediately.

We ask our Network and friends to write to these international authorities, pointing out their support, financing and the UN Security Council resolutions and agreements giving UN/ MINUSTHA authority over Haiti’s police and justice system. Ask the UN, OAS, and France, Canada and US authorities that are using their military, diplomatic, media, political and econmic powers to maintain the illegal rule of the UN and Latortue in Haiti, to productively use their powers to – FREE SO ANN!!!! Once again the poor majority, the unemployed majority, the struggling majority, the illiterate majority

Yes, once again this majority used its smarts and its insight to choose what it estimates good, rather what it estimates best in its quest for the necessary changes that will ameliorate life in its country: Haiti.

Those who have an easy life yet heard and understood the pleas of the majority and their struggle to ameliorate their lot, abobo for their solidarity? The majority encourages them to continue to offer their example of solidarity that balances things out, brings understanding, harmony and the possibility of peace, in a society.

I take advantage of this opportunity to thank you for your decision to help the majority stand in unity, no mater how fragile, to cross the presidential election threshold. Please, use all the wisdom necessary to maintain the unity, reinforce it, so that the nation can use every positive force so that Haitian people can become one with the land of Haiti, so that slowly but surely every Haitian?s lot can improve.

You are not a coup d?etat president

You are a president with a mandate, freely chosen by the people. I wish that all the other elected officials, running for all state office, will come out of the people?s will.

The February 29, 2004 coup caused much turmoil in Haitian people?s life. Well before 2004, the coup d?etat forces started to wreak havoc on and still today they continue their rampage.

Coup d?etat empowered acts can?t be construed for justice, they are opposites

When the coup d?etat authorities enjoy the complicity of some superpowers, they decide that arbitrary acts are ?coup d?etat style justice?

They transform justice into an improvised justice, on behalf of one or the other, or both of them simultaneously protecting their putschists? interests.

Some thoughts on the Elections from Political Prisoner and former Prime Minister Yvon Neptune for His Brothers and Sisters of Fanmi Lavalas by Yvon Neptune, Jan. 20, 2006

My Brothers and Sisters of Fanmi Lavalas,

I am investing the strength that I have today, though I have been fasting for the past nine months in an attempt to force the de facto government to release me along with all the other political prisoners; I am investing my limited strength, reflecting on the moment, sharing a few thoughts with on the elections that seemingly will take place on February 7, 2006.

In spite of the fact that I have been jailed since February 29, 2004 and therefore have not been active in the affairs of the Fanmi Lavalas Party, I stay informed, via radio news programs, and understand how the majority of the Haitian people are debating and analyzing the crisis crippling the country since February 29, 2004.

The defacto government, the forces that usurped power, along with the gang of putschists in the society, used allege problems they had with President Jean-Bertrand ARISTIDE, not only to spoil the five year tenure, but also to stage another coup; still, the most important objective of this coup d?etat machine was the dismemberment of the Fanmi Lavalas? structure: the organization?s nucleus, its base consisting of the poor majority, the sympathizers in the middle and bourgeois class, as well as the technical and intellectual resources collaborating from within or without the organization

This annihilating mission, it continued after February 29, 2004, till today, a few days away from the elections that apparently will take place on February 7, 2006.

In this context, I hope that all the candidates will reflect and analyze the majority?s deeds, from the December 16, 1990 elections, through the 1995 elections, to reach the 2000 elections. Such analysis would free the candidates of the limitations of the 2 year period of the de facto Alexandre/Latortue Government, offer them a vision on the next 5 years, taking into account all that influence life and land in Haiti, and anticipate when, how and in association with whom the needy majority will set in motion, once again, the organizational structures it started to establish since November 1996.

Without strong organizations, tirelessly working, the majority will not be guaranteed long-term participation in the defense and protection of its own interests as well as the country?s; that is, even if the majority selects, through elections, its representative at the helm of the state apparatus.

The country?s political atmosphere, the pummeling absorbed by the people, and the reign of terror systematically putting organizers on the run, forced the people to use their intelligence and experience to avoid the perils set by others for it is a road to democracy truly paved with traps.

Starting from the December 16, 1990 elections, until the 2000 elections, full and complete administration of elections have not yet taken place, directly or indirectly, to establish all the institutions that must be established through elections, according to the prescriptions of the March 29, 1987 constitution. Thus, Presidents, Legislators, Mayors are important, but ASEK, KASEK, Delegates and all other Assemblies and Councils, are indispensable to control, to development, to justice, to security for the population throughout the country, from the communes all the way to the departments.

Without serious structures and permanent organizations controlled by the people, all these (incomplete) Institutions don?t offer any adequate guarantee to the defense and protection of the country and its people?s interests, as intended, no mater who takes power.

For 14 years, with one coup d?etat after another, taking many shapes, they tried to smother the vision/ideal of December 16, 1990, as far as that vision/ideal had to offer in terms of programs, projects, accomplishments, hopes, to forever uproot exploitation, dictatorship and coup d?etats. This vision/ideal, it is that of the majority of Haitians, especially the poor majority, who decided to invest, consecrate their very lives and selves to establish a Haitian Nation where justice and security guarantees lasting peace for all Haitians living in Haiti.

We, who seek to become one with the Vision/Ideal of December 16, 1990, we are grateful to all those who denounced the February 29, 2004 Coup d?etat; the deaths and mourning brought by the de facto authorities throughout the population, most of all, in the neighborhoods where the poor majority are so desperately sacrificing to survive.

We, who continue to struggle in spite of the suffering, the abuse; we resisting tyranny to live life in dignity, in understanding and respect, remember:

The only thanks we get is a good beating from time to time.
